China Launches World's First "Agentic" AI Smartphone

Chinese AI startup StepFun unveiled the StepX Neo on July 13, claiming it's the world's first mass-market "agentic" smartphone. Rather than adding AI on top of Android, the phone runs a custom OS called Step AOS with a built-in assistant, Step Amoo, that can chain multi-step tasks across apps — offline, in some cases — using integrations with Alipay, Ctrip, Didi, Meituan, WPS, and CapCut. What happened

On July 13, Shanghai-based AI startup StepFun unveiled the StepX Neo, which it's calling the world's first mass-market "agentic" smartphone. Rather than running Android with AI features layered on top — the approach every other AI phone on the market currently takes — the device runs Step AOS, a custom operating system StepFun says was rebuilt from pieces of Android, Linux, and RTOS specifically to let an AI agent operate at the system level. The phone's built-in assistant, Step Amoo, is designed to take a single natural-language request and complete multi-step tasks across apps on its own — booking a flight, filling out a customs form, or editing a video — without the user opening each app individually. StepFun says Amoo can handle core functions fully offline. The company has lined up integrations with major Chinese platforms including Alipay, Ctrip, Didi, Meituan, WPS, and CapCut, and published a security whitepaper with the Shanghai AI Laboratory addressing how an agent with system-level access to payments and personal data is sandboxed and permissioned. Every major AI assistant today — Gemini, Apple Intelligence, Galaxy AI — is still software sitting on top of an existing mobile OS. StepFun's bet is that a genuinely "agent-native" phone needs to be architected differently from the ground up, with persistent memory, cross-app scheduling, and agent permissions built into the operating system itself rather than bolted on as an app. Whether that structural difference translates into a meaningfully better user experience — versus just a more ambitious pitch — is untested until the device actually ships and gets reviewed independently.

The timing is notable: this lands ahead of OpenAI's own rumored agentic hardware project (reportedly developed with former Apple design chief Jony Ive, and not expected to ship before 2027), and just as Apple and OpenAI are in a public legal dispute over hardware plans. It also follows ByteDance's December 2025 Nubia M153, which integrated its Doubao assistant at the OS level — though StepFun argues that device was still fundamentally Android with AI layered in, not a ground-up agentic rebuild like Step AOS. Together, these signal that Chinese AI companies are moving faster on agentic hardware than their Western counterparts, at least in terms of public reveals.
